Frontpage 2002
Microsoft offers this as an inclusion when purchasing Office XP. Frontpage 2002 will allow you to create basic to complex websites, using a friendly and easy to use interface. If you are unfamiliar with html, with the use of Frontpage you'll be able to create and publish your own website without having to write a single line of html code. Included with Frontpage are templated designs that you can use to creat your own website. Please bear in mind that some of the styles included do look a bit out-dated, but if you are creative you can build your site from scratch using Frontpage.

DreamWeaver
This is a very powerful web page development tool. Macromedia has been updating and releasing new versions of DreamWeaver, allowing it to be the development tool of choice for many web designers. It has more advanced tools and features when compared to Microsoft Frontpage, and is regarded as a tool used for more advanced users. Do not be discouraged though, even new users have had success creating websites using DreamWeaver. Always remember there are help files and tutorials to help you along the way. Nothing beats, trial and error, and before long with patience and some creativity, you can be creating your very own websites.

This is not exactly a web development tool like Microsoft Frontpage or Dreamweaver, but an html editor tool, so you'll need to know html coding to use this software generally. The good thing about this program is it's integration of 17 Perl Scripts, 6 Html Scripts, 2 CGI scripts and 15 DHTML scripts to make your job easier. This is a very handy html editor for the more advanced webmaster, and has a very impressive interface.

A bit less in features and functionality when compared to PhotoShop, but it is still a very handy tool for creating and editing web images. Many amazing designs features are included, not to mention when used with the Animation Shop tool that is included with the software, you'll be able to create banners, and many other graphic images quick and easy.
